Pre-flop is said to be that time of the game when the cards have already been dealt out but the flop cards haven’t been dealt as yet. Anything that happens before the flops are revealed is considered a part of the pre-flop time of the game. This also includes any of the first bets that are made in the game, before the flops are revealed.
