In many cases, a player may believe that s/he has a strong hand however, another player, who has just placed a bet or made a raise, may have a stronger hand. In such a case, if the first player makes a call, then it is said to be a pay off. In most cases, pay offs are made by weaker players who have lesser understanding of the patterns of play and odds in poker.

For e.g. a player may have a flush however, another player with a full house may end up raising the pot. In such a case, if the first player calls the bet, then s/he is said to be paying off the second player.
