To fill or to fill up normally refers to completing one’s hand in poker. When a player is drawing for a card, and gets it, then the hand is said to be complete or have filled up. If player A has a hand with 3-5 with the flop cards being 2-4-9, then s/he requires only an Ace or a 6 to complete the hand.

If the turn card ends up being a six, then the player can be said to have filled up her/his hand with a 2-3-4-5-6. It is another term for completing one’s hand.
