The bank is always the person who is assigned to distribute the chips. The bank then keeps a track of the buy-ins, and the end of the game, it is the bank who pays the winners. So basically the bank is the cashier for the game, who actually monitors the selling and buying of chips.

This role is more common in private games, though house-banked casino games have a different concept for a bank.
